There are many contributing factors that can cause water entry. We find the best solutions to solving chimney and roof leaks are to repair the obvious problems first.

If a chimney leak or roof leak is not repaired in a timely manner the water damage cagused to adjacent framing, fireplace, flue and the chimney itself becomes worse. If left long enough the only solution, at times is a complete tear down and rebuild. This is very costly.
There are many chimney leak and roof sources. The smartest solutions are always to remedy the apparent problems that exist. If that doesn’t work the only way to guarantee a leak free chimney is a complete chimney rebuild, tear off of existing roofing ( at least adjacent to chimney or where pertinent), removal of flashing system, and installation of new roofing and flashing. The only way to guarantee a leak free roofing system is to properly install a new roofing system complete with new flashing components and roofing materials.
One would hope that a repair will solve their leaking problems versus the much more costly chimney rebuild or complete re-roof process.
